About the opportunity
Cardinia Shire Council is seeking an experienced and strategic Capital Planning Coordinator to lead the planning, governance and reporting of our multi-year capital works program.
This is an exciting opportunity for a finance, infrastructure planning or asset management professional who enjoys working across the organisation to develop long-term capital investment strategies that deliver lasting benefits for the community.
Reporting to the Chief Financial Officer and leading a small team, you will play a pivotal role in coordinating Council's long-term capital plan, annual capital budgets, funding allocations and governance processes. You will provide strategic advice to senior leaders and Councillors, ensuring capital investments are prioritised, financially sustainable and aligned with community and organisational objectives.
You will make an impact by
- Leading the development and coordination of Council's long-term capital planning framework and annual capital budget process.
- Driving capital forecasting, performance reporting and investment prioritisation.
- Coordinating governance processes for the Capital Works Governance Committee.
- Supporting the assessment, allocation and monitoring of external grant funding for capital projects.
- Providing strategic advice on business cases, major asset investments, renewals and infrastructure planning.
- Developing and improving capital management systems, processes and reporting.
- Partnering with project managers and delivery teams to strengthen project governance, risk management and financial oversight.
- Delivering high-quality reporting to support executive decision-making and statutory obligations.
What you will bring
- A collaborative and commercial mindset with strong analytical skills and a passion for delivering outcomes through effective planning and governance.
- Tertiary qualifications in Accounting, Finance, Financial Management, Project Management or a related discipline.
- Experience in capital planning, financial management, budgeting, infrastructure or asset management.
- Strong financial analysis and reporting capabilities.
- Experience developing business cases and supporting major capital investment decisions.
- Excellent stakeholder engagement, communication and influencing skills.
- The ability to work effectively across multiple business areas and manage competing priorities.
- Leadership experience with a demonstrated ability to mentor and develop staff.
- Experience with financial and contract management systems, with TechnologyOne experience highly regarded
